Governor Tarkin by J-Michael
I used a photo of Tarkin for this, which I made into black and white. Then I used the posterize effect in Gimp. I referenced both the b&w version of the photograph and the posterized version for this work. I added several shading effects, especially on the neck and uniform before adding the 3D effect.
