there is a new application coming out on july 17 called Comic studio for about $8 i think, where you can make official looking comics with pre-made choices of comic panels (With and without color) there will be an online gallery as well

Yes, Its only going to be released in the US at the moment though (aside from japan already having it) it you may get sources saying "No release yet"
