Dragons of the sea by Icewings
The last two of the dragon bunch Whirlpool (back) and Topaz, two dragons who live in the sea and have glow in the dark stripes. Whirlpool is mute so he uses his stripes to comunicate.

Yeah,Topaz mostly talks back but if its private she will use her stripes to talk to him.
