Actually, if you watch the memory link about them and the shadow triad in Pokemon Black 2 or White 2, it proves that them and the shadow triad are completely different people. Unless you are talking about the manga, which in that case, I am pretty sure you are right (I haven't actually read the manga). Or the original series if you already know what is going to happen in the future, which I think would be a really cool twist! Especially since Cilan is traveling with Ash and he does seem odd.
