I think you have to go on your Colors account from a computer to unblock someone, for some reason you can't do it from a 3Ds.

I kind of wish that their hacked reveal never happened so that they would be kept a secret for a bit longer until Nintendo would show them off like it should have been.
Still, Volcanion and Hoopa do seem like pretty cool pokemon anyway.
