IR's come in a cast system.
IR-one: high ranking people, namily rich.
IR-two: upper class or have "friends in high places."
IR-three: middle class, well off.
IR-four: typicly blue collar workers.
IR-five: Lower class but well known and have the funds.
IR-six: soldiers.
IR-seven: the ones no one will miss. (slave class in a sense).
IR-eight: the exeption, top secret.
