Well, i HAD a Mareep. Traded it LONG ago. I do know where to get one though:
On route next to "The Tower of Mastery" where you got Lapras, in the bushes, in hoard battle. Very rare to find a hoard battle with Mareep, you usually get Wingull or Miltank/Toaros
