This is Markesan c:
He's a ghost who can transform himself back into a human.
He roams the Earth alone creating suffering to those who he thinks deserves it. He does this by traveling into them creating pain and illusions of their wrong doings to make them not do it again. People see him as an old legend that exists
He likes to become human at times to blend in with the crowd.
