The clouds are just one solid black layer, I used the middle brush turned to a very low setting for opacity and drew red hoops. Super easy to do, hope that helps!

What's funny is that when i showed this to my girlfriend she started laughing and singing a song, and I had no idea until the third comment that apparently this looks like a scene in the lion king.
