This is Jix.
His tattoo is a dragon named Verrix. He is a living dragon, so he moves against Jix's skin and can be summoned from Jix into full size to fight and such.
Because Verrix is Jix's Bound-Life Guardian, they can't be separated for long or they'll both die. So Verrix usually just resides as Jix's tattoo unless he's desperately needed. He also gives his human the strength and speed of dragonkind.
