This is Carnegiea, or more preferably Carne or Giea.
He's a drunkard, kind, secretive, and enjoys creeping people out. He's not competitive, and will only give his all in battle if he knows and believes in precisely what he is fighting for. He's very passive.

Carne is a wild pokemon. He lives near a ghost town in a desert. He's usually nice but can be rude if hungover.
