Thank you. He's from the manga/anime called Akagi and it's about Mahjong. You can actually watch the anime if you don't know how to play the game but he's a badass in his own way. Also the character's designs are different so that might throw you off.

@einnn:Thank you very much but there are other better artists out there who can draw Akagi waaaaay cooler. Wow, rereading them :O Well I don't think all of Akagi's chapters are out online and I haven't read Ten but I've read other works from that amzing author.(I gotta remember his name.)
