Kiran by Glowwnight
Kiran (kur-an) is a male umbreon who was created in a lab. He was genetically altered to be extremely fast and intelligent. His highest stats are his speed, special attack, and special defense. He is extremely intelligent and uses his psychic move to communicate telepathically with pokemon and humans alike. He almost always has some sort of technological equipment on him, usually his head set. (more in comments)

He is very calm and serious, almost to the point of being emotionless. His fur patterns glow in the dark, but he can control the brightness and almost never lets them glow. He was developed for use in war, to plan out strategies and spot other things in the battlefield. He is very stealthy and most opponents don't notice him until he is meer inches from them.
Planning out a comic series, he's gonna be a main character if I do end up making it.
He is Dark/Electric. His moves are; Dark Pulse, Thunder Bolt, Psychic, and the fourth move is interesting as in it depends on the terrain and situation for it's typing and such. He mostly avoids combat, preferring to stay hidden or simply trap the opponent.
