Well, the easiest ones (in my opinion) are chain fishing and using the Masuda method.
In Pokemon Black I encountered a shiny Joltik by surprise, and I love her <3
Chain fishing is easier if you have an Inkay at the front of your party. (Can be fainted)
When doing the Masuda method, you need a foreign pokemon. I use my Japanese Ditto. I reccomend having a pokemon with the Flame Body ability with you to speed up the hatching process. c:

Get a decent friendship with your eevee. Give it lots of food, petting, play mini games, give it vitamins, ANYTHING.
Then level it up at night c: (I level up mine after 8:oo pm.)

Since peeps are asking about Shiny Pokemon, I'll give my own take (prepare for wall of text):

-:-Masuda Method-:-
As MCR said, breed a Foreign Pokemon with your own. Can be Japanese, French, Korean...whatever isn't a Pokemon from your region. I once had I think a British Serperior and bred with my own, and around 20 eggs in had a Shiny Snivy (unintentionally). Shinies RARELY come this fast. TamashiiHiroka bred one Shiny in around five hundred eggs, and another in like two-thousand. Because of this method, foreign Dittos are very valuable to trade.

-:-Poke-Radar-:-
Been around since D/P/Pl, but disappeared between gen 4 and made it's return now, the Poke-radar is a popular tool to use to obtain Shiny Pokemon. It's very frustrating and takes focus and patience, but is very rewarding. To begin, pack repel (Super repels give you the best deal--buy those), ultra balls, a high level Pokemon (False Swipe reccomended), and leppa berries/elixers. To use the item, (I'd reccomend registering it for quick use), spray on your repel and use your radar. Various patches of grass will shake. Walk into the grass patch that shakes the most vigerously. You will encounter a Pokemon. Faint or catch this Pokemon. Do NOT run. Your chain will break. Immediately after the battle ends, more grass will shake. Pick a patch that shakes the same way the first did. If you encounter the same Pokemon you did before (can be of different gender), you're doing it right. BEWARE grass patches that shake only a tiny bit. You could accidentally run into them and break your chain. Don't leave the expanse of grass you're in. You will break your chain (there's some exceptions some places. Feel free to experiment). After you hit a chain of fourty four, you now have a one in two-hundred chance of encountering a Shiny. You'll never have a higher chance of getting a Shiny. If a patch of grass sparkles, it contains a Shiny. Go to it.

Extras:
-Friend Safaris are speculated to have a higher chance of Shiny encounter-rate. This is not confirmed.

-Tipping people increases your Shiny encounter rate. This is confirmed.

-Completing the National-dex rewards you with the Shiny charm. This increases your chance of encountering Shinies by half.
