It's not that they aren't selling well everywhere, only in Japan. But with Japan as one of the three main areas for sales (North America and Europe are the others), not selling well would be a very bad thing for the company.
(I personally loved 999 but haven't gotten to Virtue's Last Reward yet.)
The director did say "at this stage" so we could get it eventually. Patience is a virtue, so Zero Escape 3 could be our "last reward".
