Re: Good question. Well, mutants are off the hemospectrum, which is a caste system based on blood color. So it's rare and odd. I don't know if Hussie (The creator of HS) stated anything about mutants having strong powers, but it could be entirely possible. The highbloods don't want the mutation to spread, so they try to cull the mutants before they do anything to repopulate. There's a bit of history in this. -Ahem-

One of the canon trolls is a mutant named Karkat. His ancestor was a sorta-troll-jesus-or-whatever guy and was executed because he wanted to change the system and preach forgiveness instead of all the hatred and fighting. Seeing as this could upset the highbloods' hold on lower castes, they didn't want him to succeed in causing a war. So after he was culled, the highbloods wanted to make sure no one ever tried to rebel or something.

So yeah. That's my lengthy thing on mutants. I hope it explains this!
