Alright, this is a request by @jellogomoo! This anime is called Loveless. I love the story myself. The two characters are Rits.uka and Yuiko!
Yuiko is one of my favorites in the story. She's a very cheerful girl who has a huge crush on the main character Rits.uka. In this painting, she is dressing him in girls clothes.
