My new pegasus OC. He is actually surprisingly slow for a pegasus... when the weather's clear. He's in charge of the weather around Equestria, and can even single-handedly whip up a hurricane. Hence the hurricane cutie mark. His large, bushy hair protects him from weather that he creates.
