Ultimates are very rare because:

U Friendly: Leads packs of forty to sixty Cybernatas.

U Neutral: Attracts other Cybernatas, Restores Hostile damage (an otherwise Friendly trait)

U Hostile: Can destroy an entire game ALONE.
