This is Gamer's Sister, Pixel. She can warp into televisions, computers, etc and mess about there (E.g. draw mustache on a news reporter). The rainbow patterns on her only appear when she isn't sleeping, so when she's sleeping the rainbows would just be black and white, her voice also sounds pixelated.
