I developed a headcanon that on beforus, since feferi was the ruler, she wouldn't ki.ll the mutant bloods, instead she'd allow them to live. But because Meenah was the ruler of Alternia, she payed more attention to the spectrum, so it was extremely rare to ever find mutant bloods unless they kept themselves hidden.
