The Napoleonic Wars were wars fought between Revolutionary France and a series of Coalitions which contained these countries at some point in time: Great Britain, Spain, Portugal, Prussia, Bavaria, Hanover, France, Russia, Austria and (if you count the war of 1812 as a Napoleonic war -which I do-) the early United States of America.
Thing is, outbreaks range from small 3 zombie outbreaks to legions of walking dead, if there were an outbreak the military would panic as to how to react. Vechiles could supress zombies but only for so long, supplies and food will be regulated for signs of plague (delays) supplies can be wasted (delays) and most leaders since the end of the Second World War haven't been that prepared for sudden death.
It'll still be called a Korean civil war. And anyway, what'll assure a UN Intervention? It'll make the West even more unpopular and if we take examples from the Syrian civil war, NATO will question the ethics of an intervention.
