These are two fillies Luna adopted, Paint Splash, or Splashie, and Dramatic Flare, or Flair. // I understand that making them adopted daughters of Luna isn't too creative, but shut up. Splashie is supposed to be the lunar version of Twilight, seeing as how in MY headcanon, even though Twilight had parents, Celestia basically adopted her.
