Here's a drawing of Dr. Zoidberg, from the TV series Futurama.
I'd like to explain how I do art like this:
->I use multiple layers, one for the line art, and possibly several for coloration.
->For the shininess, I lower the opacity on my strokes to the lowest level. As the shininess goes up, thinner and thinner strokes are used.
->I tend to zoom in to do finer details on my work.
->Once all the color and lineart is done, the layers are merged into one.
