You are thinking of Ecco the Dolphin Defender of the Future. I used to have this game and am thinking of buying it again. I used to play it on the Dreamcast lol it is VERY difficult but it's very worth it if you get a chance to play it.

Hardest. Game. Ever. No joke. Took me forever to beat, but it's definitely my favourite game!
