lol sorry to disapoint,but it is NEVER comming back. It was a program that was unable to be monitered by nintendo for "Bad" content,and therefore for nintendo to avoid lawsuits from the parents of minors(because the minors were recieving recieving "bad" content) they had to shut it down. It sucks,but it's true :[
