Whim is a Braixen Gaurd who ran from the Clock Work Guild after she was accused of m'urder. She was unheard from for months until reports of missing pokemon started coming up. Whim is a witch, and the main ingredients to her potions and spells are souls. She is reported to have 2 fennekins (pressumably her children) who help her, and to this day she is the most wanted pokemon criminal.
