That happens to me too. Sometimes, I've even had the star, then I touch someone, they don't get hurt. Sometimes, they get hurt after like 5 sec after hitting them.

You ever seen someone telaporting from one place to another or one clifs? I've also come across the strangest weapon of all time...... The red homing shell that when you lanch it, it never hits the guys. It just plays tag and starts chasing them. Almost like they seem to have magic and doing all these things. I tell ya, some day the charicters may end being real creapy in future releases!
