Well if your drawings are your own, then yes... If you study your games you can design a lot...
Remember, designing for videogames is just a lot of sketching. Even way back then, Mega Man had concept art that looked the way he's in SSB4, even though back then the Mega Man sprite back then couldn't show much of that design...
