Well, you can follow people using the app on 3DS too. You don't need the computer to do that.

Maybe you haven't downloaded the update of Colors!, have you? Well, in the update, you can follow artists and do much more! You should download the update from eShop, it's free! Also, the update is from spring, so you're much after if you haven't updated it.
