FOUND IT! It's on the left of the route 14 gate, on the right is the art gallery, on the left is the building where you'll find miss ghosty. You can only see it once, so save before you go in if you want to see it multiple times. She's on the second floor, and she'll talk to you as soon as you go in. :)
