#Shikahn is a special dragon. Instead of fire, she can emit a healing mist from her nostrils- and it can even bring creatures back to life! Except they're zombies. So she decided to attack a secluded village and destroy everyone there. Then she promptly zombified them. If she 'revives' someone, (if you can call it that) they are under her control. Hence the 'Marionette'. She wrapped the village in the healing shroud, so they would stay 'alive'.
