To house evil souls until their next life comes (3 days maximum.) Sometimes, Zorkog will stop by and take some to use as minions.

Watchman keeps track of the souls and if any souls are beyond redemption, they are sent to the Realm of Punishment to become demons.

also, is earth supposed to be different from the earth region?

1. I'm not entirely sure what would happen, but it's probably best we don't find out.
2. The Earth Region is mostly desert. Earth is located in another galaxy.
