If there are many neutrons in a stream they can flow and reversing the polarity of that flow (not the individual neutrons) would really mean turning the flow in the opposite direction, which is probably quite easy and possible for a Gallifreyan scientist to do. In real life, this would be like putting in a battery upside down. In AC currents this would only cause a machine to run backwards but in DC currents this could cause (usually minor) damage to the machine. In modern electronics there are diodes installed to prevent such damage. Boom. Science.
