Looks great to me!
I especially like the technique you used to paint the rain, it gives it quite a unique look.
Only issue I have with this is the shading.
I highly advise against using black to shade. (same for using white to highlight)
If you're shading a, say, blue character in a forest of sorts, use dark greens, blues and some yellow to shade. Same with highlights, use light blues greens and yellows.
