If it didn't pass before, I doubt it will pass again. Besides, it doesn't matter if fanart is illegalized. Sites may end up shut down, but there's no stopping it from the roots. It's how the world is. If police actually arrested people for drawing fanart if SOPA was passed, that's probably 5 to 10 percent of the world's population in prison. Like how ROMhacking is technically illegal: people are never arrested for it because the authorities don't really care. There are many more things for them to worry about.
