He appears friendly at first, what with his endearing smile and comforting eyebrows, but the reason why he's red is because after he's killed his victims, he plays in their blood and washes in it. He also extracts the whites from peoples eyes and transfers them to his own face. The mouth and eyebrows? Eh, who knows. Maybe he draws them on with eyeliner.
