First, Even though Flipnote world is free at certain times , what can non users do during those times?
CAN YOU pay your subscription fee using a pre-paid Nintendo 3ds card?
AND what is the difference in terms of improvements from the original flipnote to this one? Longer sound recordings?etc etc...

I doubt you can pay with a pre paid card because the money goes to Nintendo not the makers of Flipnote.
