Pacman was created by Toru Iwatani. He was in the namco business. He made a couple of games that were called Gb,Bomb Bee, and Cutie Q. He wanted to make a nonvoilnt game for females players. He decided to build a game around a Japenese word,Taporu. Which means to eat. He came up with the idea for the character when he was eating pizza, for lunch one day.He saw that it looked like a wedge was removed. Thats how he got the idea for Pacman.
