Draco is indeed female, her name means dragon in latin. Draco has 27 horns in total.
This is before Acelia cut her hair (obviously xD) and the reason she cut it is due to her growing an interest in dragon riding which is forbidden in Cynthasia.
her hair kept getting in her face which was irritating so she chopped it all off.
