How do you put that white layer over it and with what beush.

The white layer on the pokemon or the layer of the background? If it's the white layer on the pokemon, I just use a regular round brush, small size, and just highlight around the lines on the same layer. If it's the background, then I just use a new layer over the other layer with the background to make an extra background.
