My theory is that Hanyuu is normally weak and childish, however, because she is the village's guardian diety, if anything is proven to cause sure disaster to Hinamizawa, she will get angry and the power she needs to stop any harm that may be given to the village awakens. That is when she becomes the true Oyashiro-sama.
