I certaintly failed on making that silhouette even the body shape planning process didn't go so well... ah well it's all Trial and error... practice pratice practice makes perfect.
Certaintly was a lot of fun to do though.

Try making the outline as if you weren't making a silouette, but when fill it it with black (and other nessesary neon lights to raise the "cool" look). That should help with making a silouette.

Actually... Watching the video, you did end up doing that. But one thing I could say is this: COMPLETELY fill in the black, THEN put down the neon.
