This is Kusume Minous, dancestor of Urstai Minous and pre-scratch incarnation of The Paradigm.

Also, she talks in a REALLY thick southern accent. :33 She's basically a foil to Urstai, showing all of her best traits (care for the team, advice, outgoing nature)as a facade to hide the worst of herself(utter hatred for several members of the team, poor judgement of character, arrogance), wheras Urstai does the opposite.
