Well, in the TV series, the other Rugrats are 1 year or more old and Dil is like a few months old. The way that the creators of Rugrats made it was that the babies don't talk until they're a year old. Dil does speak some words in the show when he's getting near a year old, but it doesn't make him talking. That's why he speaks gibberish.

Connor l get that, but then how did the new borns in the hospital start singing? I mean, they were just born, that's what the song was about. But Dil... l heard no song from him. And when he did start talking it was always Tommy... or l think ucky. Which was kind of everything if you go back and watch the show.

That scene in the movie, that didn't make much sence at all. The creators just made Dil speak that way : /
