maybe a bright light shone in his right eye somehow, and it changed and he couls summon the power of light with it... something like that.... its just a suggestion.

Or he got struck by a special lightning in a thunderstorm and recieved his powers in that way ? ( Eigenlijk kan ik het ook in het nederlands zeggen omdat je van Nederland bent :D )

I had in mind that he can hypnotyze other creatures or make them crazy. But that is everything I know.

maybe he fell into a vortex/whirlpool and didn't manage to close his right eye in time so it spinned around in its socket? (think of hypnotism, spiral eyes, spinning, e.t.c
