Even though she didn't get much screentime, Fortune's one of my favorite characters in MGS2.
If I had to pick one reason why I love these games it'd probably be the memorable and carefully written characters. Even the ones playing minor roles can leave a strong impression and that's not something you see in every game, movie or book
