Ya. This is the guy. Not my OC BTW, he's one of my friend's characters.
Some stuff about him, his full name is Dexter Collins. He controls ice. He has a thing for guns. He's a doctor & a detective kind of guy, part of an organization called Psycho Corps. When he was little a demon came & destroyed his village. Then he lost his left eye & the demon was put into Dex which I guess magically gave him the new eye. Yes that story was inspired by Naruto. & he has a brother that I can't remember name of
