She's not. She was the pony originally cast for the show, but for some legal reason hasbro could not use her, so RD was givin her design with a color & cutie mark swap.

I know this picture wasn't intended for this, but I have to side with Yoshi on what Luigi was saying. I mean, so what if someone likes a show you don't and they want to draw characters based on said show? To each his own opinion, but there's no need to go around expressing your hatred for it. Honestly, I'm not a fan of the series either, but I like and support those who get creative with drawing the characters, like this drawing here. I like and support fans/artists for their creativity, which everyone else should too.

Rainbowdash's mom did come out in Gen 3.5 in the baby series, but id much rather believe that firefly is her mother in the G4 series :3
