Someone asked. Well, he is a force of order, and keeps chaos (see last pic in my gallery) at bay by creating rules and regulations for the governing of the universe. The Tokira, his followers, have adopted a communist oligarchy ruled by high priests, in which conformity and justice are held in high regard. Unlike humans, they are selfless, and gladly work for the glory of the state. Yeah, I know, weird.
